Change and Project Manager – Change Management

About the role

The European Investment Bank is seeking a Change and Project Manager to lead change management activities for digital transformation initiatives across the Group. Based at the Luxembourg headquarters, you will work closely with business users and GIS delivery teams to ensure smooth adoption of new applications and solutions.

Key responsibilities

• Coordinate change management for assigned digital transformation projects in line with the EIB Group Change Management Framework.
• Support implementation and continuous improvement of the Group Change Management Framework.
• Deploy the federated Change Management operating model across Directorates, collaborating with local change agents and GIS teams.
• Conduct stakeholder analysis, change impact and organisational readiness assessments, and translate findings into actionable plans.
• Facilitate workshops and engagement sessions to gather input and align impacted teams.
• Identify change‑related risks, propose mitigations, and escalate issues as needed.
• Collaborate with communication experts to maximise transformation outcomes.
• Track adoption, user readiness and behavioural indicators to support benefits realisation.

Required profile

• University degree (minimum Bachelor) preferably in Organisational Change, Business Administration, Communications, Psychology or a related field.
• Proven experience in change management, preferably within digital transformation programmes.
• Strong stakeholder engagement and facilitation skills.
• Ability to work in an international, multicultural environment.
