Procurement Officer (Luxembourg)

About the role

We are seeking an experienced Procurement Officer to manage the end‑to‑end procurement and payment lifecycle in a dynamic, international environment based in Luxembourg. The role involves ensuring efficient procurement operations, coordinating with suppliers, and maintaining compliance with EU procurement regulations.

Key responsibilities

• Draft and quality‑check Assignment Terms of Reference (ToR).
• Manage the Call‑Off Procedure in line with procurement policies.
• Ensure all procurement activities comply with EU directives, public procurement policies, and internal governance.
• Initiate and convert purchase requisitions into Purchase Orders.
• Coordinate the procurement process from request initiation through order placement.
• Process supplier invoices accurately and timely together with finance teams.
• Monitor procurement activities for compliance with internal procedures and contractual requirements.
• Maintain effective communication with suppliers and internal departments.
• Support continuous improvement of procurement processes and documentation.

Required profile

• Several years of experience in procurement, purchasing, or contract management.
• Previous experience working for an EU Institution, EU Agency, international organization, NGO, or a company serving EU Institutions.
• Strong understanding of procurement processes, purchase requisitions, purchase orders, and invoice management.
• Excellent organizational skills with the ability to manage multiple priorities and deadlines.
• Strong communication and stakeholder‑management abilities.
• Detail‑oriented, proactive and solution‑driven mindset.
