Procurement Officer & Operating Model Specialist

About the role

We are seeking a Procurement Officer & Operating Model Specialist to join our Luxembourg team. In this role you will help shape and improve the way we procure goods and services, ensuring compliance with public procurement regulations while driving operational efficiency.

Key responsibilities

• Support the design and implementation of procurement operating models and ways of working.
• Prepare and maintain terms of reference for procurement requests in line with public procurement requirements.
• Evaluate and review existing procurement workflows to identify improvement opportunities.
• Manage and monitor provider performance, including operational, contractual, and KPI‑based aspects, and contribute to a supplier performance dashboard.
• Maintain thorough documentation and records for audits, ensuring compliance and traceability.

Required profile

• 3–5 years of experience in operational roles, preferably within public procurement.
• Strong exposure to process design, operating model implementation, or continuous improvement of procurement ways of working.
• Highly organized, detail‑oriented, and comfortable managing administrative tasks.
• Experience with supplier performance management, KPIs, or dashboard/reporting tools is a strong advantage.
• Solid understanding of public procurement frameworks and compliance‑driven processes.
