ICT Risk & Resilience Manager

About the role

PayPal is seeking an ICT Risk & Resilience Manager for its Luxembourg office. This senior governance, risk and controls position sits in the First Line of Defense and is responsible for ensuring compliance with the EU Digital Operational Resilience Act (DORA) and other European regulatory frameworks.

Key responsibilities

• Act as the strategic bridge between local regulatory obligations and enterprise‑wide technology and security operations.
• Embed digital operational resilience, cyber risk management and regulatory compliance into business strategy, change initiatives and daily operations.
• Support PayPal Europe’s adherence to DORA and related European regulations.
• Collaborate with security, engineering and business teams to design and implement resilient ICT processes.
• Monitor, report and remediate gaps in operational resilience and cyber risk posture.

Required profile

• Several years of experience in ICT risk, resilience or cyber risk management within a regulated environment.
• Strong understanding of European regulatory requirements such as DORA.
• Proven ability to work across cross‑functional teams and influence senior stakeholders.
• Excellent analytical and communication skills.
