Freelance HR Project Manager

About the role

We are supporting a public‑sector client in Luxembourg on a large‑scale transformation programme. The client seeks an experienced Freelance HR Project Manager to lead and coordinate HR‑related initiatives such as recruitment, HR operations and skills development.

Key responsibilities

• Lead HR projects from initiation through delivery, ensuring scope, timeline, budget and quality targets are met.
• Define project goals, deliverables, planning and stakeholder expectations.
• Establish governance, reporting mechanisms and performance indicators.
• Coordinate cross‑functional teams, allocate resources and monitor progress, risks and issues.
• Implement corrective actions, ensure quality assurance and validate delivered solutions.
• Prepare functional specifications and support business requirements definition.
• Communicate regularly with stakeholders and steering committees.
• Support change‑management activities and promote collaboration across all parties.

Required profile

• 3‑7 years of end‑to‑end project management experience, preferably on HR‑related initiatives.
• Fluent in French and English (minimum C1 level).
• University degree; certifications such as PMP, PRINCE2, Scrum, Prosci or MSP are a plus.
• Knowledge of Luxembourg public‑sector environment, GDPR and procurement regulations is an asset.
