Chief Information Officer (CIO) – Luxembourg Banking

About the role

The Chief Information Officer will lead the technology strategy for a leading banking institution in Luxembourg, reporting to the Country General Management team. The role focuses on aligning IT capabilities with business growth, regulatory compliance, and operational efficiency in a demanding financial environment.

Key responsibilities

• Define and maintain the local technology governance framework, ensuring alignment with business objectives and risk appetite.
• Coordinate CSSF regulatory oversight, preparing technology risk reports and managing audit responses.
• Own the ICT risk management framework, integrating it with enterprise risk and overseeing internal and external audits.
• Lead DORA compliance, ICT incident management, digital operational resilience testing, and third‑party risk governance.
• Partner with Business, Operations, Risk, Compliance, Internal Audit and Group Technology teams, providing concise reporting to senior management.
• Develop and lead the local technology function, promoting a strong risk and control culture.

Required profile

• Minimum 5 years of experience in technology management, governance and ICT within banking or financial services.
• Proven exposure to regulatory requirements, supervisory reviews, audits or control functions.
• Experience managing outsourced ICT services, cloud arrangements and technology vendors.
• Ability to translate complex technology and risk matters into clear business information.
• Knowledge of CSSF technology requirements and Luxembourg regulatory environment.

Required skills

• University degree in IT, Engineering, Computer Science, Risk Management or related field.
• Professional certifications such as CRISC, CISA, CGEIT, CISSP, ITIL or ISO 27001 are valued.
• Fluent English (mandatory); Spanish highly valued; French valued but not required.
