Head of PMO

About the role

Luxtrust, a qualified Trust Services Provider based in Capellen, Luxembourg, is seeking a Head of PMO to lead the governance of its project and programme portfolio during a major strategic transformation. Reporting to the CIO, the role will act as a central orchestrator between strategy, execution, regulatory constraints and delivery capacity.

Key responsibilities

• Define, implement and continuously improve the PMO governance framework, including processes, committees, reporting and KPIs.
• Manage the project and programme portfolio: prioritisation, arbitration, dependency mapping and capacity planning.
• Prepare and facilitate Steering Committees, Programme Boards and Executive Committees, providing data‑driven reporting to the CIO and Executive Committee.
• Monitor performance, budget, timeline, scope, quality and risks; drive value‑focused delivery and benefits realisation.
• Establish enterprise‑level risk management for IT programmes and coordinate change‑management activities with business stakeholders.
• Define and maintain project management standards (Waterfall, Agile, Hybrid) and ensure compliance with regulatory frameworks such as eIDAS, DORA, NICE and GDPR.
• Select, implement and operate PPM tools, dashboards and reporting frameworks suitable for a security‑critical environment.

Required profile

• Proven senior‑level experience in PMO leadership or programme management within a highly regulated, security‑focused organisation.
• Strong ability to align initiatives with business, R&D and regulatory strategies.
• Excellent analytical and communication skills, with a track record of influencing executive stakeholders.
