Head of PMO

About the role

Luxtrust is seeking a motivated and driven Head of PMO to lead the governance of its project and programme portfolio during a major strategic transformation. Reporting directly to the CIO, this senior role will act as the central orchestrator between strategy, execution, regulatory constraints and delivery capacity.

Key responsibilities

• Define, implement and continuously improve the PMO governance framework, including processes, committees, reporting and KPIs.
• Manage the project and programme portfolio: prioritisation, arbitration, dependency mapping and capacity planning.
• Ensure alignment of initiatives with business, R1D and regulatory strategies.
• Prepare and facilitate Steering Committees, Programme Boards and Executive Committees.
• Monitor performance (budget, timeline, scope, quality, risks) and drive value‑realisation and benefits tracking.
• Establish enterprise‑level risk management for IT programmes and escalate major delivery, compliance and resourcing risks.
• Support change‑management activities and ensure readiness for deployment and adoption of major initiatives.
• Define and maintain project and programme management standards (Waterfall, Agile, Hybrid) and select, implement and operate PPM tools, dashboards and reporting frameworks.
• Adapt methodologies to a highly regulated, security‑critical environment (eIDAS, DORA, NICE, GDPR).

Required profile

• Significant experience leading a PMO or similar function in a large, regulated IT environment.
• Strong strategic mindset with the ability to translate business goals into executable programmes.
• Excellent stakeholder management skills, capable of influencing senior executives and cross‑functional teams.
• Proven track record of delivering complex, high‑value projects on time and within budget.

Required skills

• Agile, Waterfall and Hybrid project management methodologies.
• Project Portfolio Management (PPM) tools and dashboard/reporting solutions.
• Knowledge of eIDAS, DORA, NICE and GDPR compliance frameworks.
