Business Analyst Consultant – Open Data

About the role

Taleo Consulting is seeking a Business Analyst Consultant specialized in Open Data to join its Luxembourg office. You will work closely with cross‑functional teams to ensure that data sets are prepared, documented, and published in line with European and national Open Data requirements. This role combines analytical rigor with stakeholder coordination to drive high‑quality data publication.

Key responsibilities

• Gather and analyse business requirements, identifying datasets subject to Open Data obligations and translating them into clear functional specifications.
• Define publication rules covering formats, frequency, quality standards, and metadata requirements, ensuring alignment with European and national interoperability frameworks (NAP).
• Document data flows, publication processes, and dataset definitions, scopes, and business rules.
• Collaborate closely with IT, data teams, the SIV project team, business lines, legal, compliance, and external partners as needed.
• Participate in business workshops and project governance sessions to keep stakeholders aligned on requirements and delivery progress.
• Contribute to Open Data governance frameworks, ensuring published data meets quality, regulatory, and data‑protection standards.
• Support change‑management activities by helping business teams understand Open Data obligations and benefits, and assist in preparing awareness and training materials.

Required profile

• Proven experience as a Business Analyst on data‑governance, Open Data, or regulatory data‑publication projects.
• Good understanding of European Open Data directives and interoperability standards, especially within the transport sector.
• Ability to work cross‑functionally with IT, legal, compliance, and external partners.
• Strong analytical and communication skills to translate complex requirements into actionable specifications.
