Transfer Agency Oversight Officer

About the role

Northern Trust's Transfer Agency department provides third-party fund administration services to fund management companies, covering shareholder servicing such as dealing, registration, finance and investor services. The Transfer Agency Oversight Officer works closely with the Transfer Agency Oversight Manager and supports the oversight framework independently, with limited guidance from line management. The role covers oversight of both delegated and in-house Transfer Agency activities in line with regulations, internal policies and procedures.

Key responsibilities

• Perform oversight of Transfer Agency activities delegated to multiple outsourcing service providers and ensure processes follow operational procedures, internal policies and Luxembourg regulations.
• Take part in monthly oversight governance meetings, preparing and maintaining accurate minutes and action logs.
• Review monthly MI/KPIs from outsourcing providers and evaluate them against agreed SLAs for quality and timeliness.
• Carry out random sample testing of key controls and assess whether they are designed, implemented and operating effectively.
• Stay informed of regulatory developments and communicate relevant requirements to providers and internal stakeholders.
• Represent Transfer Agency in on-site and remote due-diligence reviews of outsourcing providers and oversee the completion, testing and documentation of Business Continuity and Transfer of Work requirements.
• Initiate the annual review of Service Level Descriptions and carry out annual ongoing due diligence reviews and oversight reports.
• Work with the Outsourcing Manager on outsourcing arrangements, Operations on issues and challenges, and escalate material issues and control deficiencies to the Oversight Manager.
• Report oversight findings, risks, remediation actions and emerging themes clearly and on time to the Oversight Manager and senior management.

Required profile

• Professional experience in Transfer Agency, fund administration, oversight, operational risk or a comparable financial-services control function.
• Experience in oversight and operational controls.
• Fluency in written and spoken English is essential.
• Ability to work independently with minimal direction, in a multi-cultural environment, and to collaborate with internal partners and outsourcing providers.
