Senior Procurement & Resource Officer

About the role

As part of Deloitte’s Procurement team focusing on External Resource Management, you will oversee and optimise the sourcing, selection and management of external providers that support Deloitte’s activities and key business stakeholders.

Key responsibilities

• Design and implement category strategies for external resources using multiple sourcing channels such as freelancers, agencies and consulting firms.
• Identify, assess and onboard qualified providers, negotiate contracts and manage multi‑tier global rate cards.
• Handle end‑to‑end procurement requests, from need assessment to supplier engagement, quotation comparison and negotiation.
• Partner with business leaders and hiring managers to understand resource needs and ensure service expectations are met.

Required profile

• Degree in Procurement, Supply Chain, Business, Commerce or equivalent with at least 5 years of category‑management experience in freelance and contingent‑workforce markets.
• Strong customer focus, excellent interpersonal skills and ability to analyse spending data under tight deadlines.
• Practical knowledge of EU labour regulations, co‑employment boundaries and Luxembourg tax implications.
• Advanced IT skills in MS Office; experience with SAP and/or MSP/VMS tools (e.g., Fieldglass) is a plus.
• Very good command of English and French; additional languages are an asset.
