Head of Business Applications & Engineering Division

About the role

The European Investment Bank is looking for a senior leader to head its Business Applications & Engineering Division at the Luxembourg headquarters. Reporting to the Head of the Business Technology Solutions Department, you will steer the evolution of the Bank’s core business applications, integration platforms and software engineering capabilities, ensuring they support Europe’s public investment agenda.

Key responsibilities

• Define and execute the portfolio strategy for bespoke business applications, aligning demand, investment priorities and sustainable road‑maps.
• Lead the Bank’s application integration strategy, delivering secure, scalable and cost‑effective integration services.
• Build and manage a software engineering enablement function, establishing common standards, shared platforms and developer tooling.
• Guide multidisciplinary technology teams, fostering collaboration with business users and other division heads.
• Ensure applications are securely designed, operated, modernised and retired throughout their lifecycle.

Required profile

• Proven senior leadership experience in large‑scale IT organisations, preferably within banking or public sector.
• Strong business partnership skills with the ability to translate strategic objectives into technology solutions.
• Track record of driving digital transformation and managing complex integration projects.
• Excellent communication and stakeholder management abilities.
