ELSI Specialist – Health & Biomedical Data (Fixed‑Term 24 months)

About the role

The ELSI Specialist will join the Luxembourg National Data Service (LNDS) to support European subsidy projects that use health and biomedical data. Working within an interdisciplinary team, you will ensure that secondary use of data complies with legal, ethical and social standards.

Key responsibilities

• Analyse and interpret legal and ethical requirements for secondary use of health‑related data, based on legislation, guidelines and case law.
• Assess the impact of the EU AI Act on AI systems for healthcare and public health applications.
• Assist external partners with ethico‑legal compliance, including data‑protection impact assessments (DPIAs) and other privacy assessments.
• Develop policies, guidelines and technical frameworks to enable compliant use of health datasets.
• Create practical tools, templates, guidance and training materials for ELSI compliance.
• Participate in European working groups and consortia on health‑data projects.

Required profile

• Strong knowledge of data protection, health‑data legislation and ethical standards.
• Experience advising researchers, data scientists and policy makers on compliance matters.
• Familiarity with the EU AI Act and its implications for healthcare AI.
• Ability to develop clear policies, guidelines and compliance tools.
• Excellent analytical and communication skills in an interdisciplinary environment.
