COTS Software Project Manager – Luxembourg (On‑site)

About the role

We are seeking an experienced COTS Software Project Manager to lead the selection, acquisition, and implementation of commercial off‑the‑shelf solutions for a key client in Luxembourg. You will work closely with business analysts, solution architects, and technical experts to deliver robust, compliant software solutions.

Key responsibilities

• Manage end‑to‑end COTS selection and acquisition projects.
• Develop business‑case reports, project plans, and cost analyses.
• Elicit functional, technical, legal, and compliance requirements and produce structured documentation.
• Conduct market scans, vendor negotiations, and maintain vendor relationships.
• Lead prototyping, proof‑of‑concept activities, and coordinate with internal services (testing, legal, security, procurement, etc.).
• Document procedural and technical guidelines.

Required profile

• Master’s degree in a relevant field.
• Active PMP, PRINCE2 or equivalent project‑management certification.
• Minimum 8 years of IT project‑management experience, with a proven track record in COTS projects.
• Strong knowledge of software and IT infrastructure architectures in enterprise environments.
• Excellent English (C1) and ability to work on‑site in Luxembourg.

Required skills

• Proficiency with project‑management tools such as MS Project, OpenProject, Planisware, Microsoft Teams.
• Experience using WBS, PBS, network diagrams, Gantt charts, and function‑point estimation.
• Use‑case modelling and Business Process Modelling (BPM).
• Familiarity with AI‑assisted requirements analysis.
