Chief Operating Officer (COO) – Deputy Director

About the role

The Laboratoire National de Santé (LNS) is seeking an experienced Chief Operating Officer (COO) who will also serve as Deputy Director. Reporting directly to the CEO, the COO will act as the operational backbone of the institution, translating strategic objectives into concrete actions across all six medical and scientific departments.

Key responsibilities

• Oversee day‑to‑day operational functions of the LNS and ensure smooth, sustainable progress.
• Serve as a strategic and operational partner to the CEO, the CFAO/Deputy Director, and the Board of Directors.
• Plan, monitor, and optimise business processes to meet quality, scientific, financial and public‑service obligations.
• Directly manage the six medical/scientific departments, fostering cross‑departmental collaboration.
• Safeguard and increase operational efficiency to accelerate the institution’s development and long‑term success.
• Participate in the management committee and represent the LNS in national public‑health programmes.

Required profile

• Proven senior leadership experience in a complex, accredited, multidisciplinary environment.
• Strong scientific background, preferably in laboratory medicine or related biomedical fields.
• Demonstrated ability to translate strategic goals into operational plans.
• Experience managing large teams and multiple scientific departments.
• Excellent understanding of public‑health institutions and regulatory frameworks.
