Senior Manager, Payments and Fraud Oversight

About the role

PayPal Europe is seeking a Sr. Manager, Payments and Fraud Oversight to provide independent second‑line oversight of payment and fraud‑related risks across European operations. You will challenge first‑line processes, deliver risk analytics, and ensure compliance with EU and Luxembourg regulatory expectations.

Key responsibilities

• Provide independent oversight and challenge on Payments and Fraud Risk Frameworks, aligning with enterprise risk appetite and supervisory expectations.
• Conduct second‑line risk assessments of key controls, monitor cash, settlement, liquidity, ledger integrity and operational resilience.
• Lead risk analytics initiatives, validate data sources, and deliver insights through dashboards and visualisations.
• Monitor payments and fraud risk exposures, escalating breaches and emerging trends to senior management.
• Review critical payments and fraud processes (SEPA, acquiring, payouts) and present risk opinions to ARCC and CRO forums.
• Act as EU/Luxembourg point of contact, preparing independent risk reporting for regulators such as CSSF and ECB.

Required profile

• Minimum 8 years of experience in payments‑related roles with strong understanding of EU/Luxembourg regulatory oversight.
• Proven ability to work collaboratively across global and regional teams, manage competing deadlines and influence stakeholders.
• Excellent communication and stakeholder‑management skills.
