Owner’s Representative – Civil, Structural & Architectural for Data Center

About the role

The CSA Owner’s Representative acts on behalf of the client within the Project Management Consultant (PMC) team, overseeing all civil, structural and architectural works for a mission‑critical data centre. The role ensures that design‑and‑build contractors meet employer requirements, Luxembourg regulations, and data‑center standards while delivering on quality, safety, cost and schedule.

Key responsibilities

• Represent the client on‑site for the CSA scope, ensuring contract compliance and programme alignment.
• Review and challenge design deliverables for constructability, regulatory compliance and data‑center standards.
• Oversee construction activities including earthworks, foundations, structural frames, external works, and architectural fit‑out.
• Monitor progress, quality, and contractor performance; conduct site inspections, audits and progress reviews.
• Coordinate interfaces with MEP teams, commissioning activities, sub‑station/utility works and logistics.
• Support change control, variation review, claims assessment and commercial administration.
• Implement QA/QC processes, track issues via BIM360 and ensure defect close‑out.
• Lead commissioning readiness, handover documentation and final project close‑out.

Required profile

• 10–15+ years of experience in construction/project management.
• Strong background in data‑center (preferably hyperscale) or mission‑critical infrastructure projects.
• Experience in PMC, Owner’s Engineer or client‑side roles is highly desirable.
• Proven track record managing civil, structural and architectural packages on large‑scale projects.

Required skills

• BIM360 issue‑tracking and documentation.
• FIDIC contract framework knowledge.
• RAMS (Risk Assessment Method Statements) preparation and review.
• Understanding of data‑center standards and Luxembourg construction regulations.
