Internal Controls Officer (Temporary) – Luxembourg

About the role

The European Investment Bank is seeking an Internal Controls Officer to join its Group Risk & Compliance Directorate in Luxembourg. This full‑time temporary position (grade 5) will support the design, deployment and monitoring of a coherent Internal Control Framework across the Bank’s services.

Key responsibilities

• Develop, improve and implement the Bank’s Internal Controls Framework (ICF) in line with applicable standards.
• Create and maintain standards, methodologies, documentation and tools for ICF maintenance and monitoring.
• Produce presentations and reports on the operational effectiveness of the internal control environment for senior management.
• Lead awareness‑raising actions on the importance of internal controls.
• Maintain a central repository of key controls and develop key risk indicators.
• Conduct periodic ICF monitoring reviews, assess control design and operating effectiveness.
• Advise on verification processes and follow‑up on control enhancements.
• Coordinate the issuance of assertion and representation letters (internal and external).

Required profile

• Proven experience in designing and operating internal control frameworks within a banking or financial institution.
• Strong understanding of operational risk management and non‑financial risk concepts.
• Excellent analytical and reporting skills, with the ability to communicate findings to senior management.
• Ability to build constructive relationships across multiple business units and with external consultants.
