CSA Owner’s Representative – Data Center Project (Luxembourg)

About the role

The CSA Owner’s Representative acts on behalf of the client within the PMC team, overseeing civil, structural and architectural works for a hyperscale data centre in North Luxembourg. The role ensures compliance with employer requirements, Luxembourg regulations, data‑center standards and FIDIC contract frameworks.

Key responsibilities

• Represent the client for the CSA scope, ensuring contractors meet contract, specifications and programme.
• Review and challenge design deliverables for constructability, compliance and data‑center standards; support value engineering and risk identification.
• Oversee construction activities including earthworks, foundations, structural frames, external works and architectural fit‑out; monitor progress, quality and contractor performance.
• Coordinate CSA activities with MEP teams, commissioning, utility works and site logistics; facilitate collaboration across PMC functions.
• Support contract administration, change control, variation review and claims mitigation; validate method statements, technical submittals and shop drawings.
• Implement robust QA/QC processes, track issues via BIM360 and ensure defect close‑out.
• Assist commissioning readiness, handover, punch‑list completion and final documentation (O&Ms, warranties, as‑built).

Required profile

• 10–15+ years of experience in construction or project management, preferably in civil, structural and architectural works for data‑center or similar high‑value projects.
• Strong knowledge of employer requirements, Luxembourg building codes and FIDIC contract principles.
• Proven ability to provide independent assurance and governance within a PMC or owner’s engineer environment.

Required skills

• BIM360 issue‑tracking and documentation.
• FIDIC contract framework familiarity.
