Chief Operating Officer (COO) – Deputy Director

About the role

The Laboratoire National De Santé (LNS) is seeking a senior executive to serve as Chief Operating Officer and Deputy Director. Reporting directly to the CEO, the COO will act as the operational backbone, translating strategic objectives into concrete actions across all six medical and scientific departments.

Key responsibilities

• Oversee day‑to‑day operations of the laboratory, ensuring smooth and sustainable progress.
• Collaborate with the CEO, CFAO/Deputy Director and Board to develop and monitor business plans.
• Lead cross‑departmental initiatives to meet quality, scientific, financial and public‑service obligations.
• Manage resources, budgets and performance indicators for six medical/scientific units.
• Represent LNS in national public‑health programs and external partnerships.

Required profile

• Extensive senior leadership experience, preferably in a multidisciplinary scientific or healthcare organization.
• Strong scientific background in laboratory medicine, diagnostics or related fields.
• Proven ability to drive operational excellence in an accredited, complex institution.
• Excellent strategic thinking and stakeholder management skills.

Required skills

• Knowledge of laboratory operations, quality management systems and regulatory standards.
• Experience with budgeting, resource planning and performance monitoring.
