Project Controls Manager for Data Center Development

About the role

We are looking for an experienced Project Controls Manager to lead the integrated controls function for a major hyperscale data centre project in Luxembourg. The role starts remotely during pre‑construction and transitions to a full‑time onsite position, providing governance over schedule, cost, risk and performance reporting.

Key responsibilities

• Establish and implement a comprehensive Project Controls framework, including procedures, KPIs, dashboards and governance processes.
• Coordinate schedule development, maintain the integrated master schedule, review contractor programmes and provide early warnings on delays.
• Manage cost reporting, forecasting, budget tracking and challenge contractor cost forecasts.
• Facilitate risk workshops, maintain the risk register and oversee change control across scope, schedule, cost and risk.
• Produce executive‑level performance dashboards and lead monthly controls reviews with client and senior stakeholders.
• Collaborate closely with planning, commercial, construction, commissioning, QA/QC and other PMC functions.

Required profile

• Proven experience leading project controls on large‑scale construction or data‑center projects.
• Strong analytical mindset with the ability to translate data into actionable insights for senior decision‑makers.
• Excellent communication skills to act as the primary point of contact for controls performance.
• Willingness to work remotely during pre‑construction and relocate to Luxembourg for onsite execution.
