Change and Project Manager – Change Management

About the role

The European Investment Bank is looking for a Change and Project Manager to lead change management activities for digital transformation programmes across the Group. Based at the Luxembourg headquarters, the role requires regular on‑site presence and close collaboration with business users to ensure smooth adoption of new applications.

Key responsibilities

• Coordinate change management for assigned digital transformation initiatives in line with the EIB Group Change Management Framework and project governance.
• Support the implementation and continuous improvement of the Groupwide Change Management Framework.
• Deploy the federated Change Management operating model across directorates, coaching local change agents and building feedback loops.
• Conduct stakeholder analysis, change impact and organisational readiness assessments, and translate findings into actionable plans.
• Facilitate workshops and engagement sessions to gather input, clarify impacts and align teams.
• Identify change‑related risks, propose mitigation actions and escalate issues when necessary.
• Collaborate with GIS delivery teams, communication experts and business stakeholders to maximise transformation outcomes.
• Support benefits realisation by tracking adoption, user readiness and behavioural indicators.

Required profile

• University degree (minimum Bachelor) preferably in Organisational Change, Business Administration, Communications or Psychology.
• Proven experience in change management and project management within large organisations.
• Strong stakeholder management and facilitation skills.
• Ability to conduct impact assessments and organisational readiness analyses.
